TOKYO -- Frozen food makers in Japan and elsewhere seem to have not learned from their mistakes, as the latest scandal over pesticide-laced products shows.

Late last year, news reports came out that some frozen foods manufactured by Aqli Foods at a factory in Japan's Gunma Prefecture were tainted with pesticide. An employee was arrested in connection with the incident. On Saturday, Toshio Kushiro, the president of Maruha Nichiro Holdings, which owns Aqli Foods, announced he would resign to take responsibility for the scandal.
